Rates were little changed Thursday as stocks moved lower. This morning, the European Central Bank (ECB) made no policy changes. Some investors had expected the ECB to extend its bond buying program beyond the current expiration date of March 2017. In the U.S., weekly Jobless Claims fell to 259,000, below the consensus forecast of 265,000. No other key data will be released today.
