Rates were little changed Tuesday ahead of a speech by Fed Chairwoman Janet Yellen later today. In economic news, Consumer Confidence rose to 96.2, above the consensus forecast of 94.0. The S&P/Case-Shiller 20-city home price index jumped 5.7% in January compared to one year ago. Results from today’s 5-year Treasury auction will be released at 1:00 PM.
