Mortgage rates were unchanged Tuesday following the release of mixed economic data. This morning, the September S&P/Case-Shiller 20-city home price index rose 0.7%, matching forecast, and was 13.3% higher than one year ago, the largest annual increase in home prices since February 2006. October Building Permits, a leading indicator, rose 6% to an annual rate of 1.03 million units, beating expectations. Consumer Confidence declined unexpectedly to 70.4, a seven month low. No other key data will be released today.
